The Study On Risk Early Warming And Countermeasures While The Construction Of Small Towns

Accelerating the steps of the construction of small towns, and achieving the big cities and small towns development coordinately are not only the essential way to solve the questions which cities encounter while developing such as population explosion,deterioration of domestic environment and the lack of resource etc, but also the necessary way of solving the "Three Rural" (agriculture, rural areas and farmers) issues, breaking the "Urban-Rural Dualistic" Structure and constructing the new socialist rural areas comprehensively.China has made gratifying achievements upon the construction of small towns recently years, but some new troubles such as environment pollutions, economy issues, social problems, lack of resources and other issues spring out at the same time. At present, the nation hasn't yet established a comprehensive diagnosis and effective early warning system for these problems appeared during the construction of small towns. The establishment of effective early warning system for the construction of small towns, not only can provide decision makers with clear strategic direction and effective tool to avoid a series of issues brought about by ill decision and miss-planning, but also can find possible risks in time while the construction of small towns and take effective measures to avoid them, provide theory to guide the nation's construction of small towns.Based on the deeply researched the macro background and the development level of small towns in our country, the concept of Risk Management was introduced into the construction of small towns in this paper, using risk to measure the negative factors in the process of urbanization, and formulating the risk early warning model of the construction of small towns. A risk table was build for the small town's construction through comprehensive analysis the risk that appeared in the course of small town's construction. In accordance with certain principles, these risk factors in the risk table were refined into qualitative and quantitative evaluation index system, and then a mathematical model was created to comprehensively analysis the index system. By the end, the risk countermeasures during the development of town were studied connected to our nation's practice, several constructive ideas were given to prevent the risk and lead the nation's small towns developing in a healthy and steady way.
