Oil spilling is one of the most serious marine pollution. Obtaining effective prediction and assessment of the oil spilling risk of port ship, exploring the complex rules of the accidents to take the corresponding preventative and emergent measures in order to make the harm of oil spilling caused by the accident drop to the lowest degree, both of them have become hot topics in the world.This essay based on the thorough research of latest data on the environment of the passing in and out ship types and quantity, setting of sea-route, emergency equipment, management status and domestic and oversea risk assessment method and case study, the thorough study on assessment method of circumjacent sea area, identification of risk resource are conducted, moreover, the estimate frequency of paroxysmal accident, the analysis on impact caused by pollution to circumjacent sea area and land environment are also included. Based on investigation and research, improvement and emergency strategies are figured out. At the same time, this essay established a model of the ship oil spilling risk of the port with the method of fuzzy comprehensive evaluation method, with an example illustrating the model of the application mode. The model provides methods for the study of the analysis of the cause of the ship oil spilling accident. And this model has many good characteristics, such as strong logic, simple calculation, the higher credibility and so on.This paper plays a decisive role of enhancing the emergency capacity in response to oil spilling accidents in circumjacent sea area of Dagu Mountain and improving the emergency measures in oil pollution. It also provides a reference for the other sea area in the same type.
