BT Agent System And Its Risk And Countermeasures Analysis

Since the past two to three decades, China has been continually developing and constructing, andthe achievement is impressive, which is unable to be parted from our aggressive investigation of theadvanced production management model, and the innovation and expansion combined with China’sactual conditions. We have been exploring the advanced capital construction model in line with China’sactual conditions from Agent Construction System Model to BT Construction Model to the nearest BTAgent Construction System Model, while there is greater risk for the advanced construction model.Accurately grasping the relevant laws and regulations of BT Agent Construction System, knowing therisk of BT Agent Construction System and understanding the strategy to avoid risk are of greatadvantage for the owners and agent units to improve the efficiency and effectiveness, save costs andrationally allocate resources and to ensure the harmonious and rapid development of the state andenterprises.By describing and summarizing the sources, concepts and domestic and foreign developments ofBT Construction Model, Agent Construction System Model and a combination of the above two, thispaper firstly analyzes its generating, development, main forms and model essence, accurately grasps andunderstands related concepts and do the corresponding comparison with some existing advanced foreignconstruction models. Secondly, this paper analyzes the risk the agent units and the owners face with atthe current stage. It makes the agent units’ risk analysis by analyzing the risk in each stage of projectimplementation (i.e. the risk of signing the agent contracts, in the project construction period, and afterthe project construction completion) and the risk of internal and external environment. It also makes theowners’risk analysis by analyzing the risk of unsound relevant laws and regulations, ineffectiveverification, the overlapping of moral, agent system and existing construction project managementsystem and the ineffective work in the earlier stage of the project. And then the BT Agent ConstructionSystem’s risk is realized and the risk-averse countermeasures are known by finding out the reasons andanalyzing methods to reduce the risk of all parties to improve the production management efficiencyand effectiveness, to promote harmonious development of social infrastructure, to make reasonableseparation of investment, construction and management, to do effective control of the amount ofinvestment, to conserve resources, and to ensure the interests and development of the state andconstruction units. Finally, by summarizing the subject and combining with the actual situation, thispaper analyzes relevant risks and countermeasures to fight for avoiding and reducing risk, saving costs,reasonable construction and harmonious development in the initial phase.
