Tender and bid system is a relatively effective and serious project module of projectconstruction according to market experiences, and which is also good for make sure the projectquality and reduction of erection time. International tender and bid operation has become moreand more mature after long-term practice; the international convention has been formed andnormalized. There are many problems exist in tender and bid work of project construction inChina compared with developed countries due to short time, imperfect law, unclearresponsibilities of management department and lack of professional talents.According to related regulations of purchasing management, project managementexperiences and project features, the thesis analysis several aspects of tender and bid such asmaking up of purchasing plan, implementation and control of key points, collection ofinformation and so on from the perspective of project owner, in order to provide suggestions andreferences for large-scale project construction of backcountry district of our company.The thesis analysis purchasing requirements of AN Project under the current managementsystem systematically, build the tender and bid management system of project in construction,put forward to the purchasing plan for specific tender and bid at implementation period, andfinally provide the improvement suggestions for current management system.
