Study On Tender Inviting And Evaluation Based On The Mode Of Bill Of Quantity

Tender inviting is commonly used in the international construction market, for the merit of tendering mechanism which could make competition of free market effective in the construction transaction field, leading resources configuration for its best. In the development process of China’s reform and opening up, for the purpose of improving core competitiveness, achieving with the international conventions, it is necessary to keep reforming the tendering mechanism and make market competition play an increasing role. With the "Code of valuation with bill quantity of construction works"(GB50500-2003and GB50500-2008) being published,(GB50500-2013will also be implemented in July2013), making the valuation models based on the Bill of Quantities become the common methods in China’s construction transaction field, laid a solid foundation for development of construction market as well. However, the tender inviting and evaluation based on the mode of bill of quantity has some defects in practical operation because of the effect of fixed pricing model used before and the existing disadvantages of the construction transaction field. The article summarizes the historical problems; analyze the tender evaluation and the methods being applied in current works; and introduces some sophisticated mathematical methods applied to the evaluation work, analyzing the effect of different models, in order to improve the bidding and tendering work in construction transaction in China by finding a more scientific, efficient and practical rules of the tender evaluation.
