A Key Factor In Tender Offer And Application Solutions Design Research In Steel Structure Engineering

Factors affecting the tender offer are various, both subjective and objective. For example, national policy, local protection, market conditions, etc., are objective factors that the bidder must follow; subjective factors such as the quality of bidding document, corporate credit, negotiation with and knowledge about the tenderer will also affect the success of the tender offer.Based on a wide literature review and practice, the present paper deeply analyzed all factors that would influence the bidding offer in steel structural engineering. The main work is as follows:First of all, the unique characteristics of the steel structure, the present condition and some problems existing in the bidding process is illustrated. Based on literature review and summarization, these thirty factors are discussed among experts after a questionnaire. About fifteen factors which play an important role on tender offer are finally identified according to the survey.Secondly, Analytic Hierarchy Process(AHP) method is used to give the analysis of importance for fifteen key factors. The evaluation system about these factors is established. Next the weighted index is judged to calculate the relative importance of the same level factors on the basis of the experience of decision maker. The accuracy is verified by the consistency criterion, the combination weights are calculated, and these factors are sorted by the importance to the bidding price.And then the application program is also included in the light of these key factors. Unequal quotation method is used for paving the way of diplex sales. Multiple quotes method is defined by a more economic and reasonable price version based on the business management. Unexpected markdown method confuses competitors with false information and presents a lower price out for a successful bidding. Loss-first-profit-later quotation method makes the final consideration for profit while bidding a lower price at all risk.Next, based on actual cases analysis, factors include the tender offer in the cases are listed. Some proposed plans and suggestions according to the factors ultimately ensure the winning bid.Finally, summarized the innovation and conclusion in the paper, some suggestions are proposed to improve the work in the future.
