Order to better guide the planning and construction of "two-oriented society", from sustainable development potential, the degree of resource-saving and ecological environmental protection degree of the rural areas departure, the paper builds the "two-oriented society" rural Planning index system, so that it become the important guarantee of grasping the "two-oriented society" building direction and the process.Firstly, the paper comprehensive analysis sustainable development of cities, livable cities, eco-cities and eco-garden city index system which having a wealth of research content, combining the "two-oriented society" goals and rural Planning content to form a "two-orientedsociety "rural planning content point, then combining the "two-oriented society "index system and rural planning index system, to provide a basis for the selection of indicators of the" two-oriented society "index system. Secondly, buliding "two-oriented society" rural Planning and village planning index system overall framework from two aspects including the rural planning and village planning, through fieldwork, and going on twice expert advice advisory by using the Delphi method, correcting index system, to form the "two-oriented society" rural planning and village planning index system.
