Since the1970s, the phenomenon of global climate change has become a significantissue for the international community. As an important platform to respond to climatechange, city is not only a major source of climate change but also the most sensitive areato it. Therefore, urban planning, as an essential tool for land-use control, urban trafficorganization, and shaping the urban spatial form, occupies a vital role in mitigating andadapting to climate change, and good urban planning is able to reduce greenhouse gasemissions and improve urban climate adaption.Because of the limitations on urban planning’s content, work process and technical indealing with the climate change, urban planning in China fails to respond to a range ofthreats and challenges posted by the climate change. Based on the current situations, thispaper will first summarize and analyze the relevant theories and practices on dealing withthe climate change both abroad and home, combine with the exist problems andcharacteristics of the response to climate change, and then propose a new solution called―3A‖(Assessment, Application and Appraisal) in the hope of providing a better guidanceto urban planning on dealing with such an issue, including goal setting, planning andimplementation evaluation.By the analysis of relevant research and practice on how to respond to the globalclimate change, this paper aims to explore new solutions which can improve urbanadaptation to climate change and the effectiveness of urban planning, offering a betterguidance to urban planning on dealing with the climate change in China. |
