In recent years,the intensification of global climate change has led to frequent natural disasters caused by extreme weather,seriously affecting the public safety of cities.Under the influence of extreme heavy rainfall and rapid urbanization in China,waterlogging,as the most common natural disaster in China,has brought enormous losses to our country and affected all aspects of the city.Improving urban resilience is an effective way to deal with this disaster.Studying the resilience of urban waterlogging disasters can not only enhance the adaptive capacity of cities to cope with waterlogging disasters to reduce losses caused by disasters,but also help to make scientific decisions to promote disaster prevention and mitigation efforts and achieve the goal of sustainable urban development.This study comprehensively utilizes research methods such as literature analysis,projection pursuit model,and accelerated genetic algorithm,combining resilience theory,sponge city theory,and disaster system theory to explore the evaluation of urban resilience in Henan Province under waterlogging disasters.Firstly,based on resilience theory and disaster system theory,it analyzes and sorts out the formation mechanism of urban waterlogging disasters,and analyzes the formation mechanism of urban waterlogging disasters from resistance,resilience Select 22 urban waterlogging disaster resilience evaluation indicators from the three dimensions of resilience,and construct an urban resilience evaluation indicator system under waterlogging disasters;Secondly,an urban waterlogging disaster resilience evaluation model based on accelerated genetic algorithm projection pursuit model is constructed;Finally,based on the resilience level of urban waterlogging disasters in Henan Province,research data from 9 provinces in the Yellow River Basin in 2020 and 18 prefecture-level cities in Henan Province from2016 to 2020 were collected,and empirical analysis was conducted on the resilience level of urban waterlogging disasters in Henan Province from both horizontal and vertical aspects.The empirical results show that,in terms of horizontal research,Henan’s resistance and resilience resilience levels in 2020 ranked second from the bottom among the nine provinces in the Yellow River basin,its resilience resilience level ranked second,and its comprehensive waterlogging resilience level ranked second from the bottom.Among the nine provinces,Henan’s waterlogging resilience level was relatively low;In terms of longitudinal research,during the five years from 2016 to2020,in terms of resistance dimension,the resistance level of 18 cities within Henan Province basically showed a state of high in the north and low in the south.In terms of resilience dimension,the resilience level of 18 cities within Henan Province showed a downward trend from Zhengzhou as the center outward.In terms of resilience dimension,the resilience level of 18 cities within Henan Province showed a low situation in the northwest,And the research results found that the resilience level of various cities in Henan Province has significantly increased.In terms of comprehensive evaluation,the overall resilience level of waterlogging disasters in Henan Province during the past five years is characterized by a high level in the northern cities and a low level in the southern cities,and the resilience level presents a situation where Zhengzhou is the core and radiates around and gradually decreases.According to the results of grey correlation analysis,among the 22 evaluation indicators,per capita disposable income,the number of hospital beds per 10000 people,sewage treatment rate,and green coverage rate in built-up areas have a significant impact on the level of urban waterlogging resilience.Based on the evaluation results,this paper analyzes the resilience of urban waterlogging disasters from three aspects: resistance,resilience,and adaptability,and proposes corresponding decision-making suggestions to improve the resilience level of waterlogging disasters,thereby achieving the sustainable development of Henan cities.
