There are a lot of factors to accelerate the transformation of the study of Green Building from theory into practice,such as the increasingly serious environmental problems,the global energy shortage,the national strategy of sustainable development,the popularization of urban green buildings,the concept of harmonious relationship between human and nature,"Evaluation Standard for Green Building " and supporting policies and regulations.Featuring wide range,large number and excellent energy-saving effect,public building is the main body for energy-saving and emission reduction,so the development of green public building can play an exemplary role for the whole industry.The green degree evaluation of public building is to analyze the degree of environmental friendliness caused by construction activities throughout the full life cycle.The higher green degree of public building is conducive to realizing the goals of green public building,improving the green performance of public building in China in line with the concept of harmonious relationship between man and nature.At present,the evaluation index is mostly external index,mainly involving energy saving,water saving,land saving,material saving and environmental protection,which is the key problem of the evaluation of green degree of public building in C hina.However,internal indicators are of equal importance,such as indicators in technical level,management level or economic level.As a result,external index and internal index should be combined to evaluate the green degree of public building.In addition,the evaluation index system and model are not comprehensive nor scientific,and there are some problems such as the lack of criterion monitoring it from the decision-making stage of the construction project and the lack of green degree criterion analyzing the full life circle.Therefore,the green degree should be evaluated from the perspective of the whole life cycle,and to create the evaluation model is significant both in theory and in practice.Before the design of green degree evaluation system of public building,related influencing factors should taken into accounted and divided into five stages according to the full life circle,that is decision-making phase,planning and design phase,construction phase,operation and management phase and transformation,removal and recycling phase,so evaluation index for green degree is set respectively.And then it is divided in detail from four aspects: resource level,technical level,mana gement level and economic level.To build Hall three dimensions structure evaluating the green degree of public building from three perspectives: time dimension,knowledge dimension and logic dimension,so as to make sure the system is comprehensive and scientific.On the basis of the evaluation index system,the fuzzy comprehensive evaluation method and the gray clustering method are integrated to construct the evaluation model with fuzzy gray clustering method for public building.The evaluation model w ill provide reference for the relevant government departments,so as to help government sectors to make decisions.In addition,it will provide data support for developers and owners,and developers could take different measures to deal with problems according to the different green degree in several stages,so the green degree of the project will be improved.Through the evaluation of green degree of the actual public building projects,the evaluation system and model established here were verified,and the results showed that the index system and evaluation model were scientific and practicable.
