In the situation of urban water shortage in China at present, development ofreclaimed water is an important way to supply urban water resource and improve theutilization efficiency of water resources. Reclaimed water project as a kind of municipalinfrastructure construction project, the shortage of construction funds are urgentlyneeded to solve one of the problems, its weak profitability characteristics suitable forthe use of project financing for construction. Use of BT model for reclaimed waterproject construction, the process influenced by the participants relationship, thearrangement of the financing model and risk sharing, and only based on these questionswith the right of the project risk identification and evaluation on the basis of analysisand reasonable share can be resolved. In this paper, the main research contents andconclusions are as follows:(1)In this paper, reclaimed water project investment and financing mode as thebreakthrough point, through the status quo of construction of reclaimed water project,domestic sewage treatment enterprises investment and financing the main mode ofcomparative analysis, focuses on analyzing the characteristics and the difference withother patterns of BT mode. The purpose is to use the BT mode to realize the recycledwater infrastructure construction investment in the field of diversity, improve theinvestment subject simplification phenomenon, and solve the problems of the reclaimedwater project construction funds shortage.(2)Analysis of reclaimed water project feasibility and scope of application of BTmode, argues that BT mode is suitable for stability of government fiscal revenue,without a recent large amounts of money into the construction of the project. For BTreclaimed water project identification, the risk of reclaimed water project riskevaluation system is established, which contains seven primary risk factors,20 secondary risk factors.(3)The paper based on the analysis of BT mode, put forward the feasibility ofusing reclaimed water project BT mode and the main risk of the project, reclaimedwater project risk evaluation system is established, and use the CIM model and a fuzzycomprehensive model for risk evaluation combined with some reclaimed water project,provide the basis in theory and in practice for urban reclaimed water projectconstruction.(4)Proposes risk share scheme for the main risk factors in risk of reclaimedwater project system, argues that the main undertaker for project risk are governmentand investors; Then put forward risk prevention measures based on the governmentside and the main risk investment.
