The power industry is the basic industry of the national economy, seeing from the actual situation of the previous thermal power project construction and operation, the overall thermal power enterprise’s actual economic benefits is far from ideal, there exist low resource utilization, repayment unability, pollution emissions without reasonable control and so on. With the implementation of China’s electric power system reform, and the increasing demand for energy conservation, power generation companies face significant management challenges of reform, especially environmental protection needs to be strengthened. The objective of enterprises is to obtain the maximum profit with the least cost, the production and business activities of the thermal power enterprises have strong externalities, they are also related to the healthy operation of the national economy. So it is to have a comprehensive analysis of the economic level of thermal power projects.For the post economic evaluation on thermal power enterprises thermal power project, we need to combine the characteristics the enterprises to select the appropriate evaluation indicators and evaluation methods, and establish a comprehensive evaluation model. At present, there is not a unified evaluation criteria and evaluation system to evaluate the thermal power generation project’s comprehensive economic benefits, moreover many of the evaluation indicators are difficult to be quantified, and thus adopting fuzzy comprehensive evaluation method to do post-evaluation on the comprehensive economic benefits of the thermal power generation projects can be able to draw a real and effective evaluation results. combined with the characteristics of thermal power enterprises, according to the evaluation to achieve the objectives and evaluation indicators selection principle, to build a more comprehensive after thermal power project economic evaluation index system; applying entropy formula derived by AHP indicators weight correction, obtain the final index weights at all levels, to achieve the main objective weighting method combination; subsequently were used fuzzy membership function and fuzzy statistical principles to determine quantitative and qualitative indicators of the degree of membership to achieve a quantitative and unified analysis of qualitative indicators. So using the fuzzy comprehensive evaluation method to do a post comprehensive economic evaluation of specific thermal power project can be able to grasp the project’s overall cost and propose countermeasures and suggestions.
