The safety of railway operation is one of the crucial factors referring to the rapiddevelopment of railway transportation in our country, as well as the rapid development ofnational economy and the safety of people. Therefore,railway enetrprises have to put thesafety of railway unloading operation on the ifrst agenda.This thesis mainly studies the reliability of the safe bidirectional close-loop system inrailway operation. First of all, this thesis puts forward the possibility of the safe bidirectionalclose-loop system in railway operation. And then it analyzes the system’s structure and itscontrolling principles and compares the difference with the reliability of the present system.In the safe bidirectional close-loop system, the close-loop in forward direction manages itssafety starting with the forward direction, namely the operating lfow; while the close-loop inreverse direction brings forward the key link and the key point after analyzing the pastaccidents, and monitors and manages them. Once it discovers some accidents may happen, itwill give alarming signal so that managers can ifnd out the underlying danger and bring thepossible accident in control to the initial extent. In this way, they can solve the problemstimely and avoid the serious accidents. It is showed that the safe bidirectional close-loopsystem can eiffciently improve the reliability of railway operation and limit the risks to zero,greatly improving the security of railway operation.Staff is an essential part in the controlling of railway operation for most serious accidentstends to happen with the faults of staff accompanied. The study shows that any analysis of thesystem reliability demands taking the reliability of staff into account. Otherwise, it isuncompleted. So this thesis introduces main research methods on the reliability of staff inrailway operation and latest achievements. It also studies the characteristic of the reliability ofstaff in railway operation and ifnds out and carefully analyses the major factors inlfuencingthe reliability of staff.In order to fully embody the positive role of bidirectional close-loop system andreliability of the staff in railway operation and to dig out the existing problems in the presentsystem, this thesis later takes the arriving and departing system for example and analyses it.Furthermore, this thesis compares the present safe system with the safe bidirectionalclose-loop system.After analyzing the main course of arriving and departing work and using THREP toanalyze the reliability of staff and the accidents caused by staff, this thesis ifgures out theindividual error rate.At last, considering the better eiffciency of railway operation, this thesis stands on theweakness of railway operation and brings forth a series of measures which help effectively improve the reliability of railway operation and motivate the staff. As a result, the rate ofaccidents will lower and the railway operation will wore more smoothly. In addition, thisthesis creatively puts forward the safe bidirectional close-loop system by setting foot in themanagement of railway operation.It has been proved that this system can effectively improve the reliability of railwayoperation and reduce the incidence rates. The study of this thesis can be applied into theactual management of railway enterprises. After all, it is innovative and practical to someextent.
