Study On Security Management Of Railway Operation Depot Under The New Situation

As a modern means of transportation, railway is now playing an import role in the developments of the economy, social and technology to meet the people's increasing material and cultural needs. Railway transportation relates to national well-being and people's livelihood. So, safety management is an eternal and the most important theme in railway transportation management. All departments should put it in the first place. The purpose of safety management is to achieve a long-term stability of the security status. With the changing of external environment, railway transportation enterprise has reform the management system from the Ministry of Railway—Railway Bureau—Railway Sub-bureau—Railway Station mode to the Ministry of Railway—Railway Bureau—Railway station mode by revocation of Railway Sub-bureaus and reducing management layers. After the reform, railway operation depots appeared a lot of new problems due to the extending of management span and responsibilities. In order to adapt the new situation, constructing a rational security management system has a great meaning to ensure the safety of railway transportation.In the first of this paper, the actualities and problems of railway operation depots in security management pattern and methods was analyzed, and then propose corresponding measures according to the realities, evaluate the security management level with methods of AHP (analytic hierarchy process) and FCE (fuzzy comprehensive evaluation). At last, the methods were applied to Ji Ning railway operation depot to improve the security management level.
