Research On TEDA Water Safe Plan Based On Risk Management

Water is the earth ecosystem function and it's also support social economic systemdevelopment, and it's irreplaceable fundamental natural resources and strategic resources. Waterresources and environment safety problems are not only safe problem, but related to thesustainable development of national economy and social stability and the important strategicproblem. With the rapid development of social economy, the speed of urbanization and theinfluence of human activity, the shortage of water resources and water demands increasingcontradictions and problems of water pollution is serious, water security situation is uncertain.In this context, the Water Safe Plan begins to enter China. TEDA now is holding China's firsttrial of regional Water Safe Plan, the experimental method and the implementation effect ofregional water security can not only help to other areas, and also have certain reference functionand replication. Water Safe Plan is mainly based on the risk management theory, throughquantitative method of quantitative or half of the whole water supply system were described,analysis and evaluation, the control measures, and verifies the effectiveness of the measures ofthe problems found constantly revised and perfected, thus realize regional security of supply.The paper systematically describes the TEDA's Water Safe Plan and implementation process,and the effect is analyzed. The success operation of Water Safe Plan in TEDA shows that, withthe daily production operation by combining Water Safe Plan to ensure that regional watersafety can play a significant positive effect. If the Water Safe Plan was pushed not only a watercompany but also in a larger scope and led by the government with multi-organizations andmulti-department, it is sure that will get better effect.
