The intelligent power system is the development of the future world grid, and construction of the grid depends on perfect network and reliable communication, so the test of the communication protocol is very important. For now there are same points in the test of communication protocol, so it is of great significance to set up a universal test system of power communication protocol.This paper has done a detailed research on the function test and the performance test of the IEC61850standard and IEC60870-5series standard, according to the research some universal parts of the test system had been found, then, designed a whole frame of universal test system of the power communication protocol.Secondly, the test case management system which was the core part of the system had been designed based on the innovative remote call, by using the Python scripting language to create test cases, realized the simulate function modularity by the modularization thinking, then called the simulation functions through the remote call module. Due to the current needs of IEC61850test, we developed the IEC61850simulation functions chiefly during the development of the function module in the test case management system.During the development of the packet capture and parse system, the MMS packet of the IEC61850standard to be the main example, by researching the mapping of IEC61850to MMS, the ASN.1encoding rule and the WinPcap network architecture to design the architecture the MMS packet capture and parse system, then, maken function implementation by using the C++programming language.Finally, the designed system had been applied in the engineering test of the IEC61850, used the function module in the test case management system to construct simulation system of the device test, background and remote test, then, tested the universal test system of power communication protocol in the venue test environment of one220kv intelligent substation and also took a avalanche test to test the performance of the system.With the accelerated pace of the construction in intelligent power system, the requirements of the power protocol test are also increasing. The universal power protocol test system that designed in this paper is able to test different standards in one test system, to increase the test function can be simply realized by developing the function through the programming language, then calling by the Python language conveniently, also the case management and the generation of test reports will make the power protocol test more standardized.
