Research On The School Bus Safety Management Of Basic Education In China

Nowadays，more and more children take different kinds of non-standard schoolbuses to go to school and come back home in our country. They can not satisfychildren’s need and also can not ensure children’s life safety. With the school busincidents frequently happened in recent years, more and more attention is paid to thesafety of school bus. The relevant government departments promptly take measures todeal with this problem. But the school bus safety hazard of basic education still existsand this problem has not been fundamentally solved.As for our school bus safety management, there are both national legislation andlocal political regulations. However, that is not enough and they are ineffectiveimplementation. The author analyzes two recent happened, representative school busincidents and Blue Sky Kindergarten in Gaoan of Jiangxi to see the current situationof our basic education’s school bus management.According to the above analysis, the following questions exist in our school busmanagement: The related responsibilities body is unknown; No system on school bususing permit; not perfect school bus driver hiring system; overload and speeding ofschool bus；Non-standard school bus management of private kindergarten。The mainlyreasons are as bellows: lack of legislation, ineffective implementation, lack of financesecurity, week awareness of school bus safetyAmerica adhere to the concept of people and focuses on public welfare supporton the school bus management; they have done complete legislation on school busfrom federal government, state government to local government and formed threelevels co-management system. We can get some valuable experience for our schoolbus safety management of basic education stage from American school bus safetymanagement.In order to change our school bus safety management of basic education stage,first, the government should pay more attention to it, the school bus should beincluded into the public service system, establish a complete legal system of schoolbus,the control system of school bus, and the financial security mechanism of schoolbus. second, we should take good advantage of marketing system to establish areasonable business operator system and implement the relevant sponsor policy; Atlast, we have to strengthen public’s awareness of school bus safety, pay attention toeducation and publicity of school bus safety by using different kinds of media,establish the association for study of school bus safety.
