Urban-rural integrated development is a major strategic decision proposed by the central committee of the communist party of China according to the stage of economic and social development. Under the background of urban-rural integrated development, the key to the development of urban-rural integrated development is that small tourism town may form a development model from the primary industry to the tertiary industry, playing the role of urban and rural transition and vigorously advancing the urban-rural transition. Small tourism town should always base on its own resources advantage, using tourism as a breakthrough to promote the adjustment of industrial structure and its development. In the geographical background of Sipsongpanna, Yunnan and in view of the characteristic of small tourism town, this paper try to research tourism small towns’planning that is different from other small towns in the context of urban-rural integrated development.Under the background of urban-rural integrated development, the planning of small tourism town should not only meet the actual demand, but it also needs certain pertinence and forward-looking. Based on the above background and problems analysis, through reading books and literature, interview and theory combined with practice and actual case analysis, firstly, the definition of small tourism town and urban-rural integrated development was given and several areas where urban-rural integrated development of small tourism town is analyzed are payyed attention. based on the learning and reflection of related literatures from domestic and overseas, on some mature typical case study applying urban and rural areas as a whole concept planning were selected and studied, namely taking Zhu Zhen town, Shi Yang town and Shan Quan town for example, combing foreign experience summarizes the experiences in its planning and construction. exploring planning and construction inspiration of small tourism town to summarize the key planning framework under the background of urban and rural. On this basis, this paper analysis the selected cases Meng Han town and Meng Lun town, further enhance generalization and summarization that is aimed at this state and planning textbook, excavated the key program of the different system of planning content of small tourism town under the background of urban and rural, summarize the small tourism town’s planning emphases, policies and procedures of Sipsongpanna. The paper is expected that the main research may have benefits and reference for the construction and development of urban and rural and the planning of small tourism town Sipsongpanna.
