Nuclear safety is always paid much attention in society, and safety management ofnuclear facility and waste is promoted to a high level, especially after theFukushima Daiichi power plant nuclear accident took place on March11in Japan.High level liquid waste (HLLW), generated from power reactor spent fuelreprocessing plant, is still gave special attention due to its high radiation, toxicity,and complex composition. Storing of HLLW needs special protection and reliabletechnology to guarantee its safety before final disposal of HLLW. Presently, inChina HLLW has stored for a long time, and most of the storing facilities has beenout of service, thus analysis and assessment of HLLW safety store is a matter ofgreat urgent. Meanwhile, the study result on this subject offers management of lowand intermediate level waste lessons, due to the HLLW safety management level ishigher, and takes a core position in the radioactive waste management system.This paper firstly introduces the study background and significance of developinganalysis of HLLW safety storing, the operation situation of HLLW store facilitiesin domestic and abroad, and takes reprocessing plant B as the object of this study.What follows is the general satiation and historial operation of HLLW storefacilities in reprocessing plant B, on which analyzes the safety controll, thedifference from state standard, finally evaluate the safety of HLLW store.In1970s, HLLW tank cooling system of South Ural Power plant in Soviet Unionfailed to give correct liquid level and temperature, added errors from workers,HLLW evaporated to dryness, HLLW tank explosion accident occurred, whichbecome the second most severe nuclear accident in the world. It follows that safetycontrll plays a key role in HLLW safety operation.This paper analyses the main risk factors effects on HLLW safety store, such as selfgenerated thermal, hydrogen, evaporation, deposition, corrosion and nclear critical.It is concluded that there have been some safety problems in reprocessing plant B.Therefore, it should strengthen safety management to nip in the bud. This studycalculates and assesses the accident and consequence resulted from these factors,and gives some precautions to the occurrence and enlargement of accidents. Touncertain accident, the critical circumstances is assumed in the paper, and take theaerosol intaked by the publics and the effect of HLLW leakage accident occurenceon surroundings into account. Based on HLLW store facilities internal risk analysis and accident consequenceevaluation, the paper studies key technologies to guarantee HLLW store safely, it isthought that developing HLLW transpotation and agitaing technique study as soonas possible is much necessary. Finally, the safety of HLLW store facilities inreprocessing plant B is summarised, and proposes some suggestions.
