The tower crane is widely used in the construction field, because it can effectively save manpower, speed up the construction progress. But in the process of construction, the accident of casualties and equipment damage occurs frequently. These accidents lead to significant loss to society. Aiming at this problem, a tower crane safety monitoring and management system is designed in this paper. In this system, ARM is used as its core controller. In addition the tower crane safety monitoring and management system contains the sensor technology, GPRS wireless transmission technology and USB interface technology. This system monitors the tower crane’s working condition. If danger situation happen, this system will alarm. At the same time the tower crane’s working data is stored to the memory and uploaded to website, achieving the function of tower crane’s safety monitoring and management.The main works of the paper are as follows.(1) According to the present situation and operation environment of the tower crane, the function requirement of the tower crane safety monitoring and management system is analyzed. Then design overall scheme and system development process and the overall scheme of software and hardware. After that, the tower crane monitoring terminal and remote monitoring center scheme is completed.(2) The Tower crane monitoring terminal is designed. Tower crane monitoring terminal includes power, sensor signal sampling, LCD display, U disk data storage, GPRS communication module, sound and light alarm and other sub-module, real-time collection tower crane’s working data. Tower crane’s working data are displayed in LCD and stored to U disk. Then these working data is transmuted to remote monitoring and management center by tower crane monitoring terminal. According to the working data, system determine whether exceeds the warning value, if the warning value is exceeded, tower crane monitoring terminal will alarm by sound, light and SMS. At the same time signal to the relay to control tower crane deceleration, limit the direction of movement or downtime.(3) Establish a remote tower crane monitoring and management center. VB development tool is used to design host computer program, this program receive the tower crane’s working data, these data is transmitted by tower crane monitoring terminal. After the tower crane’s working data is received, it will be saved to the SQL server database and uploaded to Web page by the host computer program. At any networked computer terminal, the tower crane’s working data can be read by monitoring and management center staff.(4) Finally, each sensor is mounted on the tower crane, and connected to this system with cable to debug the system’s hardware and software online. The results prove that this security monitoring and management system performs well.
