The Ecological Envrionmental Impact Assessment Study Of Coal Mine Planning Envrionmental Impact Assessment

China is the largest coal producing country in the world. As China’s main energy coal has the irreplaceable position in national economic growth. Mine development and construction will help the development of society and economic, but it also caused much environment problems. Mine planning should be carried out with the environmental impact assessment, the governments should consider carefully about the environmental problems. The planning would prevention and mitigation the ecological environment problems. We should exploiting the coal resources in orderly and the environment protecting should be carried out firstly. After that we could coordinated the relationship between mine development and ecological environment protection. How to coordinate the relationships between the mine development planning and environmental protection and how to exploitaing the mine orderly have become the key problem of the environmental impact assessment of mine planning.In this paper, we took Huolinhe mine planning as an example. We used the satellite images in1993,2000and2010. We combined the field investigation and satellite images of Huolinhe mine. The total research area is1778.91km, and we analysised the landscape type, vegetation type, land use and soil erosion types in the research area in ten years. Meanwhile, we used the collected data, research results and the reference of" ecological environment evaluation of technical specifications (Trial)" which issued by the State Environmental Protection Administration. And we also evaluated the impacts on the ecological environment which caused by mine development by ecological mechanism analysis and analogy analytic method. Finally, we suggestes the ecological plan and environmental protections of the mining area which should be taken combined the mining area ecological characteristics and impacts which caused by mine exploit.This research summarized, complemented and developed the theories and methods of the environmental assessment of China’s mine planning environmental impact assessment. Houlinhe mine located in western region of Inner Mongolia where have more diverse vegetation types. And the mine we seleceted was an typical old mining. This example research has a certain reference significance for similar mining area. The experiences and deficiency of this example research has a great reference value for other industry planning and mine planning ecological impact assessment in similar areas.
