The Ecological Environmental Impact Assessment Study Of Coal Mine Planning EIA

According to the requirement of <Planning Environmental Impact Assessment Regulation> and <The notice of enhancing general plans for coal areas and environmental impact assessment of coal construction project>(Environmental Protection Office [2006] NO.129), the mine areas need to firstly accomplish the planning and planning environmental impact assessment work before development and construction. Mine areas planning environmental impact assessment intends to center on the sustainable development concept, aiming at the main problems existing in development and utilization of resource and environmental protection in the coal areas, and assess whether the plan can accord with the resource and environment carrying capacity in the planning areas or not, and analyze the possible planning effects both on environment and society, finally, strategic measurements for perfecting planning work are figured out to improve resource utilization, optimize industry structure and arrangement, lay scientific foundations for improving the comprehensive, coordinate and sustainable development in the whole mine areas, at the same time, point out the instruction and optimizing suggestion for mining location, mining mode, mining scale, and pollution protection measurements in the next phase of mining independent coal area.Ecological environmental impact assessment is significant in the coal areas planning environmental impact assessment; however, there have been the following problems in eco-environmental impact assessment:the content is disorderly, the guidance is not strong, the structure is unclear, and the quantitative prediction is insufficient, owing to the large scales of mine areas, numerous affecting factors, strong comprehensive nature, complexity and uncertainty of ecological environment itself. The paper combines the relative standards and requirements of <Planning environmental impact assessment technology instruction Mine industry areas general planning>(HJ463-2009) and Environmental impact assessment technology instruction Ecological impact>(HJ19-2011), illustrating out the basic theories (basic principles, instructions, etc.) and technologies (procedures, contents, depth, assessing method, etc.) from the several aspects of ecological impact identifying, present eco-environment investigation, eco-environmental impact prediction, eco-environmental protecting measures, and etc. In addition, the thesis applies the basic theories and technologies above into practical work obtaining a reasonable methodology of mine areas planning environmental impact assessment in the end.
