The Evaluation Of Ecological City Construction Ability Of Shandong Province

City, where population gather, is the symbol of social civilization and the carrier ofeconomy. In the world, city encountered serious "urban diseases": traffic congestion, citypoverty, environmental pollution, shortage of natural resources, ecological destruction and soon，So city becomes the worst place. Ecological city is the solution when people face toomany problems. They want to make the city more harmonious, healthy. Therefore, mostcountries take kinds of measures, including control environmental pollution, ecological cityconstruction. They rectified existing cities, and rational planning of new city. They especiallypay attention to the green economy, circular economy and the damage to the environment,and they want to realize the harmony of nature, economy and society. Now our country isexperiencing the process of Rapid City. We have experience in building city. And we madegreat contribution in the ecological city construction. It is essential to built evaluation indexsystem of eco city. And this paper establishes the evaluation index system of eco city inShandong Province, to evaluate the ability of the eco city construction of Shandong.The evaluation for the capacity building of ecological city in Shandong provinceincluding the following parts:The first part mainly expounds the research background, research significance, researchmethods and possible innovations and shortcomings. The second part overviews theecological city theory, summarizes the concept of ecological city, ecological city planningand summarize all kinds of ecological city evaluation index system. Finally we conclude thatthe ecological city is an ideal state of unity, which maintain economical, social and ecologicalhighly harmonious under the system affordability. The third part analyzes Shandong eco cityconstruction conditions mainly from economy, society and environment. There are threeregional planning that provide policy guidance to city construction. The fourth part introduceshow to construct the index system and how to use the principal component analysis method ofdata processing. In this paper, the index system establishment in three aspects of economy,society and environment, Which conclude the economic index of13, social index of12,environment index of14.The next two parts make empirical analysis in ecological city construction of Shandong Province. we analyzed the ecological city construction of Shandong province from2002to2012and the overall ranking of17city of Shandong Province in2012.The last part gaveadvice of building eco city.Through the above several parts,we draws the conclusion as follows:(1)Shandong Province have made great progress in recent11years. From2003to2007,the ecological city construction continued to grow, and in2007and2008, the station is at astandstill, then there is a faster rate of growth after2008.(2)We can concluding that the construction of ecological city has typical characteristicsof regional distribution, showing the overall distribution of the gradient from east to west.According to the area of Shandong Peninsula Blue Economic Zone is best, followed by theprovincial economic zones, Lunan economic zone worst. and regional differences within theeco-city construction increased.(3)Regional policy support for the construction of ecological city. The earlier policyimplemented, the better of eco-city construction. The Shandong Peninsula and the YellowRiver Delta Jiao zhou are the earliest planning areas, which corresponds to Qingdao, Weihai,Yantai ranked higher.
