momentum.However,the pollution integration effect caused by intensive industrial activities in industrial parks not only poses a serious threat to regional environmental quality and residents’ health,but has become a common problem of inhibiting the further development of industrial parks.At present,the main goal of the development of China’s industrial parks is to realize the transformation from traditional industrial parks to eco-industrial parks.The ecological construction of industrial parks can not only solve the key problems of structural pollution and regional pollution,but also be one of the fundamental ways to achieve sustainable development of regional economy.This paper takes Xitang Town Daxie Garment Accessories Industrial Park as the research object,builds an evaluation index system of industrial park ecological construction on the basis of investigation and analysis,then conducts evaluation and analysis of ecological construction,and then analyzes the existing problems and deficiencies of the park based on the evaluation results.Targeted countermeasures and suggestions to provide a basis for the construction of China’s eco-industrial park.The main research contents are as follows:1.Select Xitang Town Daxie Garment Accessories Industrial Park as the research object,and investigate and analyze the current situation of the park from basic aspects,industrial development,resource utilization and environment,and infrastructure construction.Since 2008,Xitang Town Daxie Garment Accessories Industrial Park has relied on the button industry to gradually form a button-oriented,clothing accessories and related supporting enterprises such as buttons,zippers and ribbons.The garment accessories industry with a huge marketing network has a good The basis for development.However,the resource utilization rate of the park is not high.In 2016,the energy output rate was 301,000 yuan/ton of standard coal,the unit land output rate was 4.1 million yuan/mu,and the water resource output rate was 0.357 million yuan/ton;industrial solid waste.Emissions have increased year by year,increasing by 129.73% from 2013 to 2017.The pollution of button-casting,dyeing,electroplating and solid waste disposal is outstanding.Therefore,in the new era,the park urgently needs to put forward specific countermeasures and suggestions to further promote ecological construction.2.Constructed an evaluation index system for industrial park ecological construction,including the design principles of the indicator system,the framework of the index system,the selection of evaluation indicators,the determination of weights and the calculation of comprehensive scores.The index system follows the five principles of scientific,regional differentiation,systemic,quantitative analysis and qualitative analysis,and operability.It is divided into three levels: target layer,criterion layer and indicator layer.The first layer is the target layer(indicated by the letter M),the overall goal of the indicator system is to measure the ecological level of the industrial park;the second layer is the criterion layer(indicated by the letter Z),design economic development level,energy resource consumption,pollution treatment And the fourcriteria of public service;the third layer is the indicator layer,which is a specific data indicator reflecting the criteria layer,reflecting the specific characteristics of the criteria layer,including 19 quantitative indicators.The index weights are determined by the entropy method and the comprehensive score is calculated by standardization.3.The ecological construction evaluation and analysis of the Datun Garment Accessories Industrial Park in Xitang Town was carried out.The results table shows that(1)the comprehensive score of the park ecological construction increased to 74.1512 in 2013-2017,and the ecological construction level of the park has been improved,but 2015 In 2016,the score dropped,indicating that the ecological construction in the past two years was ineffective,and the ecological construction was effective and backward;(2)The economic development level fell to 26.5746 in2017,indicating that economic growth slowed down,industrial development was hindered,and investment was sluggish.(3)Compared with 2013,the comprehensive score of energy resource consumption in 2017 only increased by 0.5294,and the energy saving and consumption reduction effect was slightly improved,but it dropped sharply to 31.8075 in 2016,indicating that energy resource consumption still increased in recent years.(4)The comprehensive score of pollution control increased to 46.3513 in 2017,indicating that the pollution control effect of COD and sewage in the park is obvious,but the discharge of solid waste has increased by 130%,preventing pollution control.The effect is improved;(5)the comprehensive score of public service and security level has risen to 28.8456,indicating that the public service and security of the park have Improved.However,the negative effects of the decline in infrastructure investment in 2016 and the decline in the overall score indicate that the level of public services and security in the park has declined.At present,the main problems and shortcomings in the park: First,the overall ecological construction has certain effects,but the effect is not sustainable.Second,industrial development was hindered,economic growth was slow,and investment was sluggish.Third,the consumption of energy resources is still large,and the energy-saving effect is poor.Fourth,the pollution problem is severe,mainly due to the serious pollution of solid waste.Fifth,the level of public services and security is not high,and there is a retrogression.4.According to the evaluation and analysis results,the park proposes the following countermeasures in a targeted manner: First,accelerate the ecological construction of the industrial chain.Second,promote key enterprises to save energy and reduce emissions,and guide key enterprises to strengthen source reduction.Third,strengthen the ecological treatment of waste.Fourth,build an
