| With the establishment of xixian new district, in order to develop xixian newdistrict, we must make strive to improve the highway, railway, subway transportationnetwork and other infrastructure projects. However, infrastructure investment is huge;the traditional dominated by government and bank loan financing mode cannot satisfythe demand of infrastructure construction of xixian new district, and since the reformopening up, with the orientation of reform of market economy in our country, hascreated a large number of social wealth and gathered a large number of private capital,therefore, private capital become an important source of infrastructure projects fundsfinancing in xixian new district. Yet there are many kinds of infrastructure projectsfinancing model for introducing private capital, at the same time considered with whenthe infrastructure projects choosing financing pattern social benefit, is influenced byeconomic benefit factors and so on, so the infrastructure project financing modeselection is not easy. Therefore, how scientific and reasonable to choose the optimalfinancing pattern for the infrastructure projects in xixian new district becomes the focusof the research in this paper.In this article, through the study of infrastructure project financing related theoryand the xixian new district infrastructure construction situation and financing modelresearch, constructs xixian new district infrastructure construction financing modeselection framework. According to the project distinguish theory; we could dividexixian new district infrastructure projects into non-operational and operationalinfrastructure projects. And this paper analyzed non-operational infrastructure projects and operational infrastructure projects financing model in xixian new district,screening of the impact of operational infrastructure project financing mode selectionindex, by using analytic hierarchy process and gray comprehensive evaluation methodto establish xixian new district operational infrastructure project financing patternselection model, and taking chaoyang sewage treatment project as an example to carryon the empirical analysis, which obtained the best financing mode.Through the study of xixian new district infrastructure project financing mode,provide reference for selecting financing mode for xixian new district infrastructureproject.In addition, this paper also analyzed the key link of Chaoyang sewagetreatment projects, in the key link analysis focuses on evaluating the item companyability, the evaluation results for the government to choose the project cooperation,provide a more scientific basis. |
