China is now at an important stage of industrialization and urbanization, the demand forresources increases significantly. The development and utilization of mineral resources has madeoutstanding contributions to the resource-based regional economic and social development at thesame time, also caused the local ecological environment a great disaster; The extensive use ofresources becomes into a Threat for the sustainable development of resource-based regions.resource-based regions play an important role in China’s economic, and its ability ofsustainable development are closely related to the coordination of China’s economic,and it is thekey part for long-term economic development of China. The ability of sustainable development ofresource-based regions related directly to the quality and efficiency of regional economicdevelopment.Shanxi Province is one of the most typical resource-based regions in China. As the country’slargest coal supply base, Shanxi sacrifice a lot of its resources in the procession of China’seconomic booming, playing a role as the "booster" of China’s economic development. Meanwhile,Shanxi has the worst GDP growth between the six provinces of mid-china. Therefore, as a typicalrepresentative of China’s resource-based regions, These deep-seated problems in how to transforma resource based economy into a sustainable way must be studied urgently. Firstly, the theory ofsustainable development in resource-based areas were reviewed, introduces the research status ofresource-based theory of sustainable development and regional restructuring. Secondly, analysiswith the definition of resource-based regions, and resource-based region’s connotations,developingproblems and the index system of sustainable development of resource-based regions, combiningwith the characteristics of China’s resource-based regions,we created the index system ofsustainable development of resource-based regions in line with China ’s national conditions. Third,build a dynamic model of the system of resource-based regions, and divided it into five subsystems:economy, population, resources, environment and science. Fourth, ues qualitative analysis andquantitative analysis to attributes Shanxi province as the typical resource-based regions. Finally, putthe data of Shanxi province into the model and make a model bridge test. The results show that thevalue and historical value had a good bridge simulation, and the relative error is less than3%.Withthe design of various policy options, combined with the specific situation in Shanxi Province, toimprove the ability of sustainable development of the resource-based regions, policy suggestions were put forward from three aspects. First, accelerate the optimization and upgrading of industrialstructure in Shanxi Province; technical reconstruct the Traditional Resource-based enterprises;support vigorously for the Continuous industry; focus on the development of modern serviceindustry, and so on; to make Shanxi’s industrial structure healthier. Second, pay attention toscientific and technological innovation and job training, through increased investment in R&D,increase the support of technological innovation, to enhance the cultivation of talents, to change thetype of economic developing of Shanxi province from resource oriented to technology oriented.Finally, intensify the environmental protection efforts, through the efforts of environmentalpollution control, strengthen the protection of ecological environment and strengtheningenvironmental supervision system, to achieve the goal that to make Shanxi a greener, healthier, andenergy saving province.
