The logistic curve is used to analyze the general developing process of the system. According to its developing speed the developing process is divided into four stages. They are beginning, development, mature and saturation. Math basis and math essence of the theory of the sustainable development is advanced by the connotation and essence of sustainable development. We also analyze that essence of the sustainable development is to seek the most value problem of the certain fonctionelle in the restraining condition This paper studies concretely how to reasonably arrange and adjust forest resources in time and space through the variational method and optimum control theory. Forest resource is one of the important elements that affect the sustainable development of forest. Optimum control tactics of selection density and accumulate density and its Math model of continue state in theory are also advanced. Its merit is that the limitation of model in the scattered state is broke though in the past studies. At last the model is used to seek answers and made an example in the certain area and a kind of tree. Practical is made clear by those results. The goal is that the theory basis is advanced to forest departments in making policies.
