Research On Assessment Of Urban Community Earthquake Disaster Emergency Management Capability Based On The Fuzzy Comprehensive Evaluation Method

Our country is seriously affected by the earthquake disaster, with the acceleration of urbanization, population and all kinds of resources agglomerate to urban, seismic risk is rising fastly. And as a basic unit in the system of cities, urban community is directly affected by the earthquake under the carrier, and at the same time, it’s the main body to deal with the disaster treatment in the early emergency period, all previous earthquake emergency disposal practice shows that in the early earthquake emergency process, urban community’s effect is obvious, the emergency management ability strong or weak largely affects the degree of earthquake disaster loss, therefore, research on urban community earthquake disaster emergency management capability assessment is very necessary.In this article, first, focusing on the emergency management and the ability evaluation of existing research at home and abroad are analyzed and summarized, and analyze the connotation of the urban community, the characteristics of earthquake disasters and the earthquake disaster emergency management capability assessment, defining the relevant concepts of this study.Secondly, according to the characteristics of urban community, puts forward the factors which influence the urban community earthquake disaster emergency management ability, from the earthquake disaster emergency preparedness, emergency ability, earthquake disaster recovery ability three aspects, carried on the detailed analysis item by item, and construct evaluation index system of urban community earthquake disaster emergency management capability. At the same time, using the analytic hierarchy process (ahp) and delphi method to determine the weights of influence factors, introduce the multi-level fuzzy comprehensive evaluation method, constructs the city community earthquake disaster emergency management capability of the fuzzy comprehensive evaluation model.Finally, choose HuaYang community in wuzhou as an example, use the evaluation model evaluate earthquake disaster emergency management capability of this community, in combination with the practical situation of the community and for upgrading the ability of the earthquake disaster emergency management, put forward the countermeasures and Suggestions.
