Research On The Related Industries And Layout Optimization Of Blue Granary Construction Of Shandong Province

"Blue granary" refers to the blue oceans and their coastal mudflat area relying onthe living marine resources, using of the modern technology and the state-of-the-artfacilities and equipment, and through the development of related industries, whichprovides the sustained and efficient human quality and abundant marine flora andfauna food. From the perspective of resource development,"blue granary" can beregarded the use of marine biological resources as the project of labor, using the bluewater and coastal tidal flats as the workplaces, and continue to provide primary andprocessed seafood through increased farming, harvesting and processing of marinebiological resources for human beings. From the perspective of industry chain, theconstruction of "blue granary" directly relates with the industries which includesmariculture, marine fishing industry and seafood processing industry. In addition, italso includes the upstream and downstream industries in the whole industry chainwhich has the close economic association with the mariculture, marine fishing andseafood processing industries, such as the resource protection and the proliferationindustry, the seawater seed industry, the marine fisheries materials industry, theseafood cold chain logistics industry, the seafood market trade, etc.In this paper, based on industrial economics and statistics, and marine fisherieseconomics knowledge, the research of the industrial structure and layout of bluegranary of the Shandong province conducts an empirical study, which focused on themariculture, the marine fishing industry and the seafood processing industry in7city’s coastal areas of Shandong province.By checking the "Chinese Yearbook of Fishery Statistics", the "StatisticalYearbook of Shandong Province" and the coastal cities’ fishery statistics, thepreliminary research was conducted on the related industry development of the bluegranary in the coastal cities of Shandong province over several years. In the coreindustries of blue granary of Shandong province, the inshore fishing intensity of themarine fishing industry is still more than the ability to repair itself of the living marineresources. In recent years, many of the small fishing vessels were no longer in themarine fishing team and the number of fishing boats was controlled due to theimplementation of the policy of "dual control". However, owing to the large base ofthe original number of fishing boats, the destruction of living marine resources havebeen sustainable and the fishery resources continued to decline. The offshore fishinghas been in the rapid development due to the government’s support, but the situationof the single fishing was not changed fundamentally. By the gradual improvement andthe constraints of international system of marine fisheries, the legal area for offshorefishing was greatly reduced. Moreover, due to the backwardness of fishing techniques,not only the economic value of aquatic products was less, but also the quality, theprice and the cost was not in a good condition, so that the development of fisheries resources on the high seas was an only small proportion of oceanic fisheries. In themariculture industry, the drawback was lack of comprehensive planning and effectivemanagement. In addition, for the blind pursuit of aquaculture production, many offarms sowed in high density, over the maximum capacity of the farming environment,which could cause the environmental degradation and eventually could lead to theoutbreaks of disease. Meanwhile, the aquaculture industry was the lack of the goodbreeding techniques, and the mode of intensive farming was not yet formed whichmostly relied on the experiences and low technology, so that the waste of resourcesand the pollution was still serious. The seafood processing industry of Shandongprovince was in the low level, and many of the processing enterprises were stillsemi-finished and rough-based, low technology content and low added value, so thatthe most value of the primary products were almost wasted. Secondly, the processingenterprises mostly were in small-scale and the industry’s concentration was low, inaddition, a lot of processing procedures need to be done manually in the low level ofmechanization, which needed the large-scale leading enterprises. Finally, the productsof processing industry did not meet the healthy standard of aquatic productsprocessing, so the poor quality directly affected the sales of the products in themarkets.In the analysis of the related industries of Shandong province, the evolution ofthe related industries of blue granary was analyzed firstly, then the scale factor of theindustrial structure, the degree of deviation of comparative labor productivity andindustrial structure were selected as three indicators of the related industries of bluegranary of Shandong province, and lastly the grey relational analysis of the relatedindustries of blue granary was concentrated on. It was found that the extensivedevelopment of the marine fishing industry, the low efficiency of mariculture and thelow value-added seafood processing industry were the crucial problems in theconstruction of the core industries of blue granary of Shandong province. Then theoptimization strategies were proposed according to the problems.The location quotient theory was adopted to conduct the empirical analysis of theindustrial layout of the related industries of blue granary of Shandong province, andthe drawbacks were found. Ultimately, the optimization recommendations wereproposed on，based on the marine resources and the socio-economic development andother basic conditions of seven coastal cities in Shandong province.
