A new generation of technological revolution,represented by artificial intelligence and big data,is sweeping the world and is driving the development of the global industrial chain to a higher level.At the same time,countries began to return to manufacturing,and the industrial structure is undergoing profound changes.Industry is the foundation for the development of a country or region.The optimization of industrial structure is of great significance for improving the entire national economy,meeting the material needs of the people,and improving the quality of life of the people.In the 2015 Central Economic Work Conference,General Secretary Xi Jinping emphasized the reform of the economic structure,focused on resolving excess capacity,and promoting the optimization and restructuring of the industry.China is in the new normal of the economy and is in the period of tackling the industrial structure transformation.How to correctly and deeply understand the problems in the optimization of industrial structure is particularly important.For the understanding of industrial structure optimization,traditional research is analyzed by the two-point method,that is,the rationalization of industrial structure and the heightened industrial structure.In recent years,emerging research believes that industrial structure optimization should be expanded from the two-point method to the three-point method.Based on the theory of industrial structure and industrial structure optimization,this paper draws on the research results of industrial structure optimization,industrial structure influencing factors and industrial structure optimization.We have defined the connotation of industrial structure optimization and constructed a set of measurable Industrial structure optimization indicator system.We collected data from 2001 to 2016 in 30 provinces and cities nationwide,and based on the characteristics of the data,innovatively applied the multi-process evaluation model of the whole process to analyze the level of industrial structure optimization in China.Different from the traditional evaluation method,the multi-process evaluation model of the whole process can “circulate and deconstruct” its optimization mode and mechanism based on the comprehensive ranking,it can provide theoretical support and reference basis for the optimization of industrial structure in various provinces and cities.Empirical studies show that the overall level of industrial structure optimization in China is good.From the perspective of regional development,regional imbalances are presented,and different provinces and cities have different performances in rationalization,high-level and high-efficiency of industrial structure.Therefore,it is necessary to select targeted optimization paths according to the advantages and disadvantages of development.
