Along with society progress and the development of economy, the quickening speed ofurban construction, functions of urban are also increasingly perfect and the role of urbanplanning is increasingly important. Limited urban space resources will be used very good,urban landscape also be reasonable arranged by effective planning. However successfulimplementation of the planning program needs to adopt the effective management method tosafeguard. Law enforcement supervision of planning is to supervise and inspect constructionprojects Whether or not perform according to the planning approval. This work is effectivemethod to safeguard the planning program be performed successfully. But there are manydisadvantages exist in present law enforcement supervision of planning work, Such as dataacquisition difficulty, the poor timeliness in the data update, the low efficiency work, whichrequires the introduction of new technology to improve the situation.Considering disadvantages exist in law enforcement supervision of planning as well asthe current technology trends, this study presents one solution which is combined applicationof mobile GIS and CORS technology to solve the problems in law enforcement supervision ofplanning work. This way is that reading the planning message about the project, processingthe inspection of the scene data, compared the project actual situation with the planexamination and approval document by the mobile terminal which picks up the GISapplication; using network RTK technology based on CORS as method of survey to inspect.Mobile office of law enforcement supervision of planning can be achieved by the combinedapplication of mobile GIS and CORS, which improvement disadvantages exist in presentworking pattern. The technical route of this system as follow:1. Building the mobile GIS system use the Android intelligence handset as the mobileterminal, using the ArcGIS software as the tool to process the data and publish service;2. Taking Eclipse as development platform and combining ArcGIS Runtime SDK for theAndroid plug-in unit to develop mobile GIS application which will be used in lawenforcement supervision of planning work. This application contains the basic function whichused in the law enforcement supervision of planning work, such as measurement, attributequery, coordinates query, drawing function;3. Using ArcGIS Desktop to deal with basic data, the data will be configured to the formthat can be published by ArcGIS Server, using ArcGIS Server publishes project mapthen using mobile GIS application to load the service;4. Using network RTK technology based on CORS to survey and to gain the requireddata, then using GIS application to analyze and process the data, finally obtain theachievement. The combined application of mobile GIS and CORS technology in law enforcementsupervision of planning work which provides a new mode of operation for the work, improvesshortcomings in the work, promotes the development of the work.
