As China’s economy and urbanization is developing very fast, in order to improvepeople’s living quality and learn from international metropolis, a lot of subway projectsare under construction. However, despite the convenience brought by the rapiddevelopment of subway construction, many accidents happen during the constructionand the fact that more and more people are injured or dead is becoming even common.This is because the technical standards of subway construction in our country fallbehind and the relevant laws and regulations are insufficient. And the fact thatcompanies purse profit maximization is also one of the causes. In this case, to conductemergency management for subway construction projects is quite necessary. But thereare few researches on emergency management of construction projects and even zerostudies in the field of subway construction projects.Considering the fact that subway construction projects contains many contents andcomplex relationships, this article treats the emergency management ability of a subwayconstruction project as a huge social system and tries to make quantitative analysis onemergency management ability through system engineering analysis, system dynamicsmethod, questionnaire survey and simulation. By establishing the SD model ofemergency management ability, this paper explores the internal factors of emergencymanagement ability and its dynamic evolution patterns and concludes some suggestionsfor improving the emergency management ability of subway construction companiesaccording to the simulation of an actual case.First of all, the paper defined the emergency management ability of subwayconstruction projects, related concepts and their differences, and then it analyzes thecharacteristics of emergency management ability system. By defining the emergencymanagement ability and determining the scope of the system, the system boundary isdecided. The emergency management ability system is divided into4subsystems, andtheir mechanisms are analyzed in detail. Second, causal loop drawings of the wholesystem and subsystems are finished through the analysis of logical relationshipsbetween subsystems and their influences on the whole system. According to the natureof the variables, all the elements in the system are defined and all system flow charts arecompleted. After investigation and definition of parameters, the SD equations are set.Finally, the simulation about emergency management ability of Harbin Subway Projectis conducted, and its level of emergency management ability is obtained. By changingthe variables, the validity of relevant policy suggestions are tested. Besides, thesuggestions for improving emergency management ability of subway constructionenterprises are put forward. Through knowledge integration, this paper introduces the sufficient theories aboutemergency management in other areas into subway construction management. Itenriches the content of practical project management theories and improves the subwayconstruction projects’ abilities to resist risks. Also, it provides a safeguard for thedevelopment of companies in the future. In addition, the dynamic evaluation model onemergency management of subway construction projects makes up the defects of staticevaluation and lays a widen theory foundation for evaluation research.
