The bay is a key part of the ocean and is the first choice of human beings.The management and protection of the bay is of great significance to improve the marine ecological environment and promote the development of marine economy.It is of great significance to develop a bay management information system based on information technology and serving for the Bay leader system to improve the technical level,operation efficiency and cooperation effect of bay managementIn this paper,W City Bay Management Information System Development and construction project as an example,a detailed introduction of the project development background and progress management status.The undertaking company chooses to use the traditional critical path method in the planning of the project preparation stage,decomposes the project process with WBS,finds out the logical relationship between the tight front and the tight back,determines the construction period with expert judgment and experience estimation,and draws Gantt chart and finds out the critical path with project 2016 management software.Due to W City Bay Management Information System Research and development and construction project is a new project,can learn from experience is not much,preliminary research and demonstration and resource support preparation is not sufficient,communication with customers is not timely,unobstructed and other reasons,resulting in the project delayed 20 working days.In order to recover the delayed construction period,based on the full analysis of the influencing factors of the R&D and construction project of W City Bay management information system,the critical chain method is introduced and the optimization scheme is put forward.Based on the analysis of the impact of human resource,the core constraint resource,the paper adjusts the relationship between the tight front and tight back of each process,identifies the critical chain,estimates the most likely time,optimistic time and pessimistic time by using the "three time"estimation method,and calculates the expected time,and obtains a new estimated time by using the weighted average method of optimistic time and expected time,so as to maximize and reduce the cost as much as possible The safety time should be reduced reasonably.The import buffer,project buffer and resource buffer are set,and the buffer size is optimized based on the elastic coefficient method.The elastic coefficient,uncertainty factor,location weight and other factors are introduced to make the estimation more reasonable.Based on the three color management method,three warning levels and nine warning areas are optimized.Combined with the actual situation of the project,four monitoring methods of buffer consumption and progress are developed.In order to ensure the effective implementation of the project plan,combined with the actual situation,this paper puts forward the guarantee measures in management,manpower,capital,technology and other aspects.After the completion and delivery of the project,the effectiveness of the application of the critical chain method in the Bay Management Information System R&D and construction project is verified,and the feasibility of the construction period estimation,buffer setting and management method is verified.Based on the advanced project management theory,this paper studies the risk of the total construction period delay caused by the delay of the R&D and construction project of the Bay Management Information System in W City,and puts forward the optimization scheme to ensure the smooth implementation of the project.At the same time,through the case study,this paper discusses the feasibility of applying the critical chain technology to the progress management of the Bay Management Information System R&D and construction projects,which provides a useful reference for similar Bay Management Information System R&D and construction projects.
