Medical insurance, as an important system to guarantee residents’ health and ensure stable social development, has been a hot social issue all the time. Restricted by the urban-rural dual social structure and unbalanced economic development, china’s present medical insurance system is widely divergent between the urban and the rural, and among different careers, presenting a diversified and "fragmented" situation. As China’s social economy develops and new-type urbanization accelerates, the boundary between the urban and the rural is getting increasingly vague and the disadvantages of the separated urban and rural medical systems are trickling in. There are many problems occurred in the execution of Urban Resident Basic Medical Insurance (URBMI) and New Rural Cooperative Medical System (NCMC). The coexistence of these two systems can not meet the social development demand and residents’ medical demand, and hampers the development of medical insurance system. Therefore, it is significant to break the boundary between the urban and the rural, eliminate the difference between urban and rural areas and explore and research the combination of URBMI and NCMC to meet the requirement of current social development, and further optimize universal health insurance system and efficiently exert government functions so as to realize social equity and justice.This paper uses theories of social equity, path dependence and social insurance and applies research methods of literature research, social survey and comparative analysis to carry out empirical research on the problems caused by the division of URBMI and NCMC, analyze the applicability of the combination of URBMI and NCMC, and propose suggestions to combine URBMI and NCMC, in a bid to further promote the construction of medical insurance system in Zhengzhou.This paper consists of five parts. The first part introduces the research background, purpose and significance of research, research status, research method and tool, innovation and defects in this study, and survey design. The second part describes the execution of URBMI and NCMC in Zhengzhou, analyze and summarize the problems caused by the division of URBMI and NCMC based on field survey. The third part analyzes the applicability of the combination of URBMI and NCMC in Zhengzhou from the perspectives of the necessity, feasibility and rejection of their combination. The forth part proposes the specific suggestions on the combination of URBMI and NCMC in Zhengzhou by drawing on the advanced experience of other areas in China, including the path of combination and supporting measures to implement combination. The fifth part concludes main arguments and future research direction.
