Studies Of The Urban Resident Basic Medical Insurance System In Shanxi Province

With the rapid development of our country’s economy, people’s living standard has beengreatly improved and their consciousness of health has been strengthened. The Central Committeeand the State Council is paying great attention to the medical security problems. In the report of theeighteenth National Congress of the Communist Party of China, the important goal of building awell-off society is to institute a social safety system that covers all. Integrating old-age insuranceand medical insurance of urban residents, improving the medical security system and nationalmedical security system are main parts in the government’s report. Especially in recent years, thenational medical security system has been set up because of the rapid development of basic medicalinsurance for urban residents. With the improvement of the medical security, the basic needs ofpeople are guaranteed. According to the “Pilot Guidance on the Basic Medical Insurance for UrbanResidents” issued by the State Council in2007, in Shan Xi, in2007, the pilot work for the basicmedical insurance for urban residents are carried out actively, and the coverage of the system isgradually expanded. The work has made great achievements but also needs to be constantlyexplored. Based on medical insurance theory and reform experiences of foreign countries, thisresearch focus on the analysis of status of basic medical insurance for urban residents in Shanxi.After the analysis of these existing problems, the thesis intends to give some advice in order toimprove the system in Shanxi.In this thesis, the theoretical research and empirical analysis are employed to discuss the urbanresident basic medical insurance system in Shanxi. Firstly, this thesis reviews the basic conceptsand theories related to the urban resident basic medical insurance system by studying the domesticand foreign research results. Secondly, it introduces the implementation of the urban resident basicmedical insurance system in Shanxi now from the perspectives of historical evolution and operationstatus of the system. After analysis of successful experience of reform of urban and rural residents’basic medical insurance system in developed countries, the thesis finds out the problems of basicmedical insurance for urban residents in Shanxi. Thirdly, on the background of new health reformand the “Twelfth Five Year Plan”, the thesis proposes the solutions to the problems in urban andrural residents’ basic medical insurance system in Shanxi in order to promote the medical insurancesystem reform in our country and set up the national medical insurance system.
