Study On Coordinative Development Of Urbanization,Industralization And Agricultural Modernization In The Central Plains Economic Zone

From implement of the reform and opening policy up to now, China has experienced30years of high rapid growth. The comprehensive national power takes the second place in the world, and economic and social aspects achieved great achievements. At the early time of the reform and opening policy, China practiced the none-balanced development strategy. Owing to the geographic advantage and the series of preferential policies, the eastern region gets rich first. Since the implementation of the western development strategy in2000, the economy of the western areas has made great achievements. Since putting forward rise of central China strategy in2005, the central region makes great progress,but still falls behind, facing the collapse of the crisis. As a major agricultural province, the economic of Henan Province has entered the industrialization in the late stage, facing development opportunities under the new situation, with the important task of national food security. September28,2011, the State Council issued guidance to support the construction of the Central Plains Economic Zone about Henan Province. Central Plains Economic Zone means a national officially strategy. The guidance pointed out that as a large province, Henan Province has the most population in China, food and agricultural production, the new industrialization province, the coordinative development of industrialization, urbanization and agricultural modernization is a typical represent. As a typical agricultural province, Henan Province, is trying to find its own way which is not at the expense of agriculture and food, ecology and the environment.In recent years, the domestic economists focus on the coordinative development of urbanization, industrialization and agricultural modernization.They focus on the relationship between urbanization, industrialization and agricultural modernization, coordinative development of the status-quo and policy recommendations in qualitative analysis. Based on system theory and the equilibrium theory, this paper selects data during the Eleventh Five-Year from statistical yearbook of Henan Province, building the coordinative development evaluation system. By the way of objective weighting method to assign the coordinative evaluation, the method gets coordinated level of Henan province. Based on the evaluation results, the paper is bringing out targeted coordinated development path and countermeasures. In the second chapter, the chapter focuses mainly on the inter-link between mechanisms, studying on contact of the economy. The paper introduces coordinative development in foreign country which becomes the representative of the Central Plains Economic Zone in Henan. Chapter V and Six is the core part of the chapters The two chapters gives the Central Plains Economic Zone a coordinative development path on the basis of "three" coordinate the development of an integrated validity estimates. Chapter VI attempts to make institutional guarantee about three coordinated development for the Central Plains Economic Zone. Finally, on the basis of the conclusions of six chapters above, Chapter VII looks into distance about coordinative development.
