With the development of society, the understanding that human resources are the first resource has been widely recognized. Efficient intensive use of human resources becomes the key factor for the organization to enhance the competitiveness. How to stimulate the enthusiasm and creativity by effective incentives, and then enhance the effectiveness and performance so as to promote the competitiveness of the organization and expand space of survival and development is an unavoidable issue for any organization. As a state-owned military industrial enterprise, company A cannot avoid the competition tide of globalization. The important management topic which cannot fail to explore and practice is how to establish an effective performance management system, and continuously improve the management level of performance, in order to meet the demands of enterprise development.Performance management is a worldwide problem. As the quantifiable elements of the performance for the management department are less than the workshops, therefore the effective implementation is more difficult. Before the improvement of performance management, there are many problems existing in the performance management for the management department such as simple assessment method, performance appraisal instead of performance management, the lack of scientific performance indicators and communication as well as feedback mechanisms, which lead to the lack of effectiveness of performance management, not mobilizing the enthusiasm of the management department staff. All of these restricted the promotion of enterprise competitiveness to a certain extent.The author believes that establishing an effective performance management system is the prerequisite for performance improvement, creating a fair and harmonious environment for all staff. Combining the practice of performance management in company A, analyzing and summarizing the previous performance management and the improved result, this paper indicated the existing problems after the improvement. Then further improvement ideas for performance management are proposed in accordance with the analysis of enterprise strategy, organization models, subjective consciousness, human resources management as well as management authority. From the aspect of corporate vision and value-oriented performance, enhancing the management of human resources and performance, this paper explored ways to improve the effect of performance for management department by rationalizing the powers and responsibilities of system, establishing a valid license system, creating a closed circulatory system of performance management.This paper grasped the main factors of performance management of enterprise, proposed the practical solutions of performance for the management department of enterprise, and has been verified in practice. For theoretical studies, there is innovation in establishment of performance management, for management practice, the performance management of the state-owned enterprises, especially military enterprises has been explored, which has a certain practical significance.
