| More than30years of reform and opening-up, China’s economy maintained a rapid growth, national income increase gradually, the people’s living standards improved, China has entered a critical period of building a moderately prosperous society, the adjustment and upgrading of industrial structure become a very important source to promote China’s rapid economic growth. However, there are some areas only interested in the increase of GDP, while ignoring the living conditions of residents, the benefits of development are not shared by the people. While the economic growth, resident’s welfare level decrease sharply.Xinjiang in the economic development process also faced a number of new problems, which restricts Xinjiang’s economic and people’s income continue increase, seriously affected the long-term stability and development of Xinjiang. In "the12th Five-Year Plan" of Xinjiang put a great emphasis on improve people’s livelihood. Choose a reasonable industry is the foundation of improving people’s lives. Because different industries for local employment, improve their living conditions and the influence effect of residents’ income level is different.Overall, Xinjiang’s industrial structure, the proportion of primary industry is high, secondary industry is at a medium level, and the development of the tertiary industry is very inadequate. There is a long way for Xinjiang’s industrial structure adjustment and optimization to go. In this paper, based on analysis of relevant theoretical research results and summarize the practical experience of Xinjiang’s economic development and people’s lives data. Then establish the industrial development of regional economic development and people life level of relevant indicators, through the contrast analysis, points out Xinjiang’s industrial development target.
