The Problems And Solutions Research Of Government Construction Project Bidding Process

Chinese government bears the ability of construction,and it often participate in the project construction as the role of tender.It engineers construction activities of the project in accordance with the bidding procedures and methods to select the winning bidder on the use of public funds. However, the current government construction work in the bidding process emerges some problems:false bidding for the tender side to avoid bidding or secret operations, formality qualification, and a clear tendency in the tender process, disclosure of the base price and other issues; bidder’s disobeying market integrity rules, the stringing bid rigging, guising of qualifications; unregulated bidding agency; lack of government administrative supervision.Generated, start from the perspective of administrative supervision, the problems can be found in our government construction project bidding process. There are some reasons.The execution of the laws and regulations are not in place; design of bidding system in government project is unreasonable; the administrative supervision-, restriction mechanism and punishment are not enough.This paper suggest that:robust bidding system of laws and regulations, and strengthen operability of the laws and regulations; improve administrative supervision system from both horizontal and vertical; prosecutorial power intervene government construction project bidding, give full play to the role of prevention of procuratorial organs, and promote the healthy development of government construction project bidding.
