Bid and bidding, as one of the most competitive procurement methods, gradually infiltrated into all aspects of social production and living. It is not only on the macroeconomic impact, but also constantly into the micro individual behavior. As well, the implementation of "Tendering and Bidding Law of the PRC" has the significant effects on promoting the project quality, protecting the legitimate rights and interests of parties, and the prevention of corruption. Moreover, the bidding activities of bidding market in China have gradually become standardized. In terms of the government investment in the project, it introduces the bidding mechanism, which conducive to promoting market standardization and orderly operation. However, due to its imperfect supervision mechanism, the government investment project bidding in the process of operation still exists many problems.Based on bidding project supervision of government investment project, as well as domestic and foreign theory and experience, the thesis gives a theoretical definition to the market characteristics of bidding on government investment project bidding and operation characteristics of bidding and bidding supervision mechanism. Then, it takes Ruian construction engineering project as an example, to have a system discussion on the main problems existing in China’s government investment project bidding and bidding status of supervision as well as present stage, pointing out that the current our country government investment project bidding is not perfect, supervision and punishment is not high, the lack of effective mechanism and contend and expert evaluation mechanism has some defects and other problems in the regulation of legal tender, seriously affected and restricted the play the role of regulation. In view of the existing problems, combining theory and empirical research methods used in this paper, the integrated use of management science, general principles of economics, analyzes the specific causes of these problems, and to consummate the new government investment project bidding and bidding supervision system of suggestions and countermeasures.According to the logic relations, the thesis is divided into seven chapters:The first chapter is the preface. Through the comparison between China and foreign countries, the developed countries should learn from the local mining.The seventh chapter is to further strengthen our country government investment project bidding supervising countermeasures and give some suggestions. In view of the present government investment project bidding and main problems in bidding supervision, in determining the basic principle and method, the thesis discusses the establishment and perfection of the new regulatory system, suggestions for improving and strengthening the laws and regulations, regulatory agencies, expert evaluation, supervision, credit system and the tender agent in six specific areas.The eighth chapter is the conclusion and Prospect of research.
