Problem And Countermeasure Analysis Of Industrial Transfer Between Southern Hunan And Pearl River Delta Region

Technology’s imbalance development results in extreme manifestation of world economy. On the one hand, with Information Technology’s rapid advance, the world is flattening, and evolving to a global village, any entity of which contact close increasingly with each other. From an economic point of view, taking the initiative and integrate into world economy quickly will be a necessary choice. In the future, strengthening region’s joint cooperation to win-win is also a certain path. On the other hand, Under the modern society system with information technology rapid developing, contrary to natural resource, element resource and manpower resource these traditional resource, information, time, opportunity, cooperation will be new resource in the future economy development, and its’importance outstand increasingly and bring notable results. The region with obvious advantage and well developed foundation can master the first chance information, study and judge the market trend, and make the first move to occupy the market highlands quickly. This results in the Matthew Effect, developing imbalance, gap expanding among the region.However, in the spring tide of taking over industrial transfer, the researchers are always tend to see the opportunity while ignore the risk; and the performer tend to copy blindly more other region’s experience while pay less attention to localization process of industrial transfer. Each coin has two sides, from the dialectics point of view, in the procedure of taking over industrial transfer, the southern area of Hunan face opportunity accompanied with grand challenges; if without discriminating, accepting or rejecting, it will bring about environmental pollution, wasting of resources, repeated construction and a series of contingency question, and will easily fall into vicious cycle of industrial structure adjustment imbalance.Therefore in current situation, under the base of analysis on gradient difference between the southern area of Hunan and Pearl River Delta by comparing economic indicator, this paper analyze objectively the comparative advantage and development status of the southern area of Hunan, take reasonable considering about pros and cons on the industrial transfer, draw a conclusion that the southern area of Hunan should do industry selection discriminately combining with self economic development status and trade-off, and also propose countermeasures and suggestion, to avoid expected risk and to the benefit of accomplishing industrial structure upgrading in the east wind of taking over industrial transfer to develop benignly, and achieve ambitious goal that realize curve-overtaking development for the southern area of Hunan.
