Research On Hunan’s Ability And Measures To Undertake Industrial Transfer In Guangdong-Hong Kong-Macao Greater Bay Area

Industrial transfer is the general trend of the world economic development.Under the background of the profound adjustment of the domestic industrial structure,the developed cities in the eastern coastal areas of China are gradually accelerating the pace of transferring their industries to the central and western regions.Although hunan is an inland province,it has the geographical advantage of "connecting the Yangtze River and the sea" in attracting the industrial transfer of developed cities in the east coast.It is connected with the Yangtze River Economic Belt in the north and the Guangdong-Hong Kong-Macao Greater Bay Area in the south.Under the influence of geographical advantages,Hunan is the front position of the Guangdong-Hong Kong-Macao Greater Bay Area’s radiation drive and an important channel for the industrial transfer from the Greater Bay Area to the central region.It is a key measure for Hunan to accelerate the industrial transformation,optimization and upgrading by fully integrating the construction of the Greater Bay Area and vigorously undertaking the industrial transfer of the Greater Bay Area.The focus of the industrial development of the Guangdong-Hong Kong-Macao Greater Bay Area is to promote the optimization and upgrading of traditional industries,enhance the core competitiveness of emerging industries and manufacturing,and vigorously develop modern services such as finance and digital economy.Hunan is committed to building a strong manufacturing province,taking intelligent manufacturing as the main direction and vigorously developing the emerging industrial chain.It has a strong potential in the development of construction machinery,rail transit,small and medium aero engines and new materials,and has the advantages of cooperation and complementarity for industrial docking with the Guangdong-Hong Kong-Macao Greater Bay Area.The Guangdong-Hong Kong-Macao Greater Bay Area is an important fulfulm to smooth the domestic and international double circulation.Connecting the Guangdong-Hong Kong-Macao Greater Bay Area is an important opportunity and inevitable measure for Hunan to build itself into an inland leading position for reform and opening up and accelerate the construction of a new development pattern.By analyzing the current situation and capacity of Hunan to undertake the industrial transfer from The Guangdong-Hong Kong-Macao Greater Bay Area,this paper finds that Hunan has a certain foundation in undertaking the industrial transfer from the Guangdong-Hong Kong-Macao Greater Bay Area,and the industrial cooperation and docking between Guangdong-Hong Kong-Macao and Hunan have made steady progress.However,in the current process of undertaking industrial transfer in The Greater Bay Area,there are some difficult problems such as unsatisfactory industrial development foundation and supporting capacity,imperfect policy system for undertaking industrial transfer,unbalanced regional undertaking and lack of coordination mechanism,business environment to be further optimized,and increased environmental pollution risk for undertaking industrial transfer.As a result,this article expounds in hunan to undertake large bay area industrial transfer on the basis of the status quo,through the factor analysis of hunan municipal state to undertake large bay area industrial transfer ability,clear hunan secri undertaking industrial transfer and subentry ability,ability to lead and put forward to strengthen the industrial supporting planning promotion,give full play to the functions of the government,We should improve the policy system of industrial transfer,coordinate the direction of regional undertaking,improve the coordination mechanism of undertaking,continuously optimize the business environment,promote the integration of soft investment environment,and coordinate the integration of ecological environment construction and industrial construction.
