China is a large agricultural country, from ancient times to the present, agriculture has alwaysbeen the social foundation of our country and an important part of the national economy,agricultural development relations to the national economic lifeline. At the same time our countryis a country prone to natural disasters, agricultural losses caused by natural disasters each year isvery serious, it affect the development of agricultural economy and the steady improvement offarmers ’ lives. As with most countries in the world, China’s agricultural insurance business wasalso carried out to address the loss of agricultural risks. Late because of China’s agricultureinsurance and limited by country, development road is quite tortuous, current developments are notperfect, less insurance coverage, underwriting small, limited amount of agricultural insuranceunderwriting and claims a year, unable to effectively compensate for agricultural disaster loss.While China’s agricultural insurance business model did not form a stable system of science,institutional structures are not perfect, therefore needs to be created for such a road of agriculturalinsurance development in our country.In this paper, according to the basic principle of Marxist economics and Western economics,it introduces the related concepts and basic theories of agricultural insurance, describes propertiesand characteristics of agricultural insurance, proposed agricultural insurance are public goods,positive externalities, these analyses are provided a theoretical basis for agricultural insurance andexplained the necessity. By reviewing the course of development of agricultural insurance in Chinaand describes the various stages of development, to analysis the background of the development ofagricultural insurance in China.This paper combined theoretical research and empirical research, and used a variety ofresearch methods such as mathematical analysis and statistical analysis, take quantitative analysison the basic and current state of development of agricultural insurance in China. This article puttogether data for a large number of agricultural natural disaster losses, combined with analysis ofsupply of agricultural insurance in China, research gaps and shortcomings of China’s agriculturalinsurance, and current problems of agricultural insurance in China. This part is a core part of thisarticle.For more in-depth research on the development of agricultural insurance in China, the articlemathematics using multivariate linear regression method for influencing the development of agricultural insurance in China: an empirical analysis of multiple factors, drawn on the mainindicators for restricting the development of China’s agricultural insurance, and based on thisconclusion pointed to make appropriate measures and programmes.Now many countries are farming the international insurance business and accumulated a lotof mature experience. This article sum up the agricultural insurance business models and featuresabout the developed countries such as The United States, Japan and France, the developingcountries such as The Philippines, India and Bangladesh, summarize the successful experience andways is available of development in agricultural insurance, provide reference for the establishmentof agricultural insurance development road suited to China’s national conditions.Finally, based on the multi-angle study on the agricultural insurance, made suggestions for thedevelopment of agricultural insurance in China consist of expanding agricultural insurance needs,improving the policy environment, improving the management system and strengthening personneltraining and other areas, to provide theory basis and practice guidelines to promote China’sagricultural insurance business, and provide reference for government decisions.
