Research On Compensation Of Agricultural Natural Disaster Losses In China

China is located in the east Asian monsoon region.It have a unique geographical location and topography which make natural disasters have a serious impact on agriculture. As a large agricultural country,the stability of agricultural production not only related to the income of farmers, but also affect the improvement of the overall grain production capacity. It’s conducive to food security and social stability. However, due to historical and practical reasons, Compensation of agricultural losses from natural disasters is relatively simple, mainly rely on the government compensation, which is less efficient. Agricultural insurance cover small-scale Therefore, China attaches great importance to the construction and improvement of the system of compensation for loss of agricultural natural disasters.In the view of the importance of risk management in agriculture and the need to protect agricultural and rual economic development,the study compared the efficiency of the different way of compensation, introduced the situation of China’s agricultural losses from natural disasters, and analyzed the problems of our existing compensation mechanisms. Based on foreign experiences and lessons learned, the article propose effective policy recommendations for the establishment of a compensation mechanism,which can more effectively play the role in the protection of agricultural development.The results show that a lot of problems in China’s agricultural natural disaster loss compensation mechanism, such as Poor coordination of government departments, lack of financial compensation and low level of development of agricultural insurance. According to national conditions and international experience, China should gradually establish and perfect the mechanism of compensation for loss of agricultural natural disasters, increase its support to agricultural insurance and the articles have put forward policy recommendations.
