Study On Natural Disaster Insurance System Reform In Fujian Province

China is the world suffered the most serious natural disasters for the influence of countries, governments at all levels every year put in a lot of financial and material resources, manpower for disaster relief and post disaster relief. Especially the "5.12" Wenchuan earthquake occurred, how to use the natural disaster insurance for disaster loss share transfer, how to build a natural disaster insurance system according to the reality of China, experts and scholars to conduct a lot of research work. By the end of 2011, China’s government issued a "national comprehensive disaster prevention and mitigation plan (2011-2015)" specifically pointed out that "the establishment of a sound disaster insurance system, give full play to the role of insurance in disaster risk transfer, broaden the disaster risk transfer channels, promote the establishment of a reasonable standard of disaster risk sharing mechanism", and clearly put forward the "natural disasters insurance claims for natural disasters, the direct economic loss ratio is obviously improved" target. In this paper, focusing on Fujian province natural disaster insurance system, using the literature research, experience summary and case analysis and other methods, make full use of the library and the Internet to provide network resources, to the relevant journals, related articles, edited and translated in other academic data search, collecting, reading, analysis, comprehensive survey of the foreign mature flood, earthquake natural disaster insurance system, carries on the induction and the analysis, seeks the beneficial experience, understand and sort out the current status of natural disaster insurance system of policy development, especially to conduct in-depth study has been implemented for many years in the province of Fujian Province Rural housing natural disasters in Fujian province unified insurance and public liability of natural disaster insurance case, analyze the causes of the existence of the problem, and the significance and effect, to further explore how to better the establishment conforms to natural disaster insurance system in Fujian province to lay the foundation.
