China’s telecommunications industry has been facing competitions from various fields these years, which include the homogenization operators of the three operators, mobile business and more content Applications of traditional Internet enterprises. Besides, the early telecommunications industry has consumed much more resources.In this situation, the industry must enhance its resource utilization and know much about its operational efficiency---such as the major factor affecting its efficiency and reasonable ratio between different inputs to win a place in the competition so that it can provide reliable references for the further development.Firstly, based on the research of traditional DEA methods, this article assesses the operating efficiency of the telecommunications industry in China scientifically and reasonably. And the result shows that areas with high economic level hold higher operational efficiency in this industry generally. But it is not a linear relationship between economic development level and operating efficiency. Affected by industry restructuring, the industry shares a higher efficiency level and more stable efficiency.Secondly, through analyzing the proportion of resources inputs in different provinces with higher operational efficiency, this article accesses the reasonable range of every input-group. For example, the proportion of "Number of employees" and " funding of new product development" falls in the range of (0.020,0.270) must corresponds to a higher operational efficiency. The provinces can arrange their production according the ratio given above to avoid excess using of resources inputs.And the last, with the methods of Malmquist index, this article explores the main factors that affect the operating efficiency of the telecommunications industry in China. The results show that the poor management level is the main factors affecting the development of the telecommunications industry. The provinces can pay their attention to enhance the management level of executives to promote the industry more efficient.
