With the development of economic globalization, in the era of knowledge economy, competition for talent development one of the key competition for the enterprise, therefore, the enterprise the core strategy of talent strategy as competitive advantage for enterprises. In the human resources strategy, staff performance appraisal is an important basis for the adjustment of the staff salary, job, job of the enterprise, is the main means to mobilize the enthusiasm of employees, is the enterprise attract talent, an important incentive talent and retain talent, is an important measure for enterprises to improve the modern enterprise management system.With the rapid development of expressway, the existing operation and management has been unable to meet the development requirements, which, effective assessment of employee performance is one of the difficulties in the efficient operation of highway industry. The present development situation of our country based on Expressway, combined with the current situation of expressway management, the performance appraisal problems of highway industry staff, this paper conducted a special study on employee performance appraisal system of Guangzhou BH Expressway company.This paper adopts the method of investigation, interview investigation about the present situation of Guangzhou BH high speed operation, understand the staff performance appraisal status; then, through literature review, benchmarking enterprises, the existing performance appraisal system as the foundation, from the performance appraisal and salary, promotion and training, hook angle, carries on the optimization design to the existing system; finally, the new performance appraisal system based on BH, combined with the actual situation in Guangzhou, the implementation of measures for supporting the development of.This research has reference value to the human resources development and management of Guangzhou BH expressway company, and the employee management other highway provides reference.
