Nowadays, China has entered a new period of building a well-off society in an all-round way. The rapid growth and development of economic and society make higher demands upon the highway operation and management of China. In order to ensure the high-speed, sustained and healthy development of the express way, the expressway enterprises should pay more attention to improving the performance level of the whole organization and reinforcing the actual effect of performance appraisal in the enterprise management. In the practice of performance management, however, the performance appraisal to the state-owned enterprises managing public goods trends to become a mere formality. The appraisal result is likely to be unfair, and can hardly be helpful to improve the performance and quality.Based on that, this paper, which took the Xiyan Branch of Shanxi state-owned enterprise Group Corporation of expressway as an example, explored and constructed the optimizational business performance evaluation system for state-owned expressway construction operation and management in Balance scorecard (BSC) and Key performance indicators (KPI). This paper consists of four main parts:(1) analyze the principles, objectives and methods of the performance appraisal for the state-owned expressway enterprise; (2) analyze the main problems and causes of the existing performance appraisal system of the state-owned express way enterprise; (3) identify the key performance indicators and their own weights on the levels of firm, section and key position, and build up the improved performance appraisal system; (4) analyze the complementary conditions for the performance appraisal, the feedback and application of the appraisal results. |
