Research On Government Functions In Rural Tourism Of Chaoyang County

Chaoyang County is an ancient capital of Sanyang, which has long history and splendid culture, and the natural scenery there is beautiful, including great mountains and clean rivers. Chaoyang County is rich in unique rural tourism resources. As one of poor counties in Liaoning province, it is necessary to rely on its regional advantage to develop rural tourism, which can promote its county economy to increase rapidly, stimulate surplus rural labors to get employed, help local farmers to lead rich and comfortable lives. In recent years, rural tourism in Chaoyang County has developed rapidly, which has been a new bright spot in its economy. Because of poverty-stricken, lack of knowledge, the rural tourism in Chaoyang County is growing naturally and slowly. The government inters in its development in the beginning period, which is a concrete manifestation of the government’s economic functions, and it’s also the requirement of the government new public management.From the public administration perspective, the article uses research method, empirical analysis, field trips and interviews to study government functions of Chaoyang County in rural tourism. The paper does research on present situation of its rural tourism, analyzing the present situation, exsiting problems and reasons. Then the paper makes a design for its government functions, proving the feasibility of establising the government leading model, coming up specific measures. There are four adivce for that. First, establish efficient administravtive system, such as improve government management structure, strengthen policy guidance, deal well with possible crisis, and supervise the market seriously. Second, offers convenient public service, including inscrease its brand-known by doing government marketing, set up electronic information system of rural tourism, cooradinate finacial conflicts of its participations and educate its workmen to improve their working quality. Third, create a good outter condition by establishing a diverse investment system and building enough basic public facilities. And last creat a nice inner condition, such as perfect its rules and regulations, help to found rural tourism associations, strengthen awareness to protect natural environment, and explore rural toursim culture.
