Research On The Role Of County Government In Rural Tourism Development Under The Background Of All-for-one Tourism

With China's economic and social development into the new normal,all-for-one tourism has become a new trend and a hot topic of tourism development and unprecedented opportunity have been created for the development of rural tourism.Although the rural tourism market is competitive,the rural tourism resources are non-exclusive.Therefore,rural tourism has the attribute of quasi-public goods,so it is necessary for the government to manage it.This paper propose the research ideas based on introducing research status,finding problems,analyzing root causes and solving problems.Choosing Cangnan county government as the research object,this paper investigates the present situation of tourism development in Cangnan county,analyzes whether Cangnan county government has played a better role in rural tourism development,and puts forward specific measures as far as possible in view of rural tourism development in Cangnan county.This paper apply the methods of literature analysis and questionnaire to better understand the existing development level of rural tourism in Cangnan county and the actual evaluation made by tourists to Cangnan county.When undertaking the research of county government functions in rural tourism,this paper not only combines the supporting policies,strategic planning and marketing propaganda of Cangnan county government in the development of rural tourism,but also discusses the shortcomings of Cangnan county government and draws lessons from the experience of domestic and foreign governments in rural tourism development.Based on the background of all-for-one tourism,this paper puts forward some measures to promote the role of county-level government,including increasing financial investment,innovating management system,making scientific planning,transforming government functions and so on.Finally,the paper summarizes the conclusions and points out the inadequacies that exist in the study.This paper selects Cangnan county government as the main research object,analyzes the problems existing in the actual development process of local rural tourism and the measures that can be improved in the later stage based on the background of all-for-one tourism,so as to enrich the theory that the county government plays a role in the process of rural tourism development.At the same time,it is committed to provide referential experience for other counties to develop rural tourism.
